PENNSYLVANIA (WPMG) – The decision to activate the National Guard is a very carefully thought out decision to make. When people see camoflague, they often begin to panic. Rumors will surface and the confusion will worsen.
These rumors are not helping anybody. They are in fact causing harm.
These rumors about the National Guard activation will hopefully clear up any questions and ease panic.
It Is a Declaration of Martial Law
The activation of the National Guard is NOT a declaration of Martial Law. Martial Law is handled by the ARMY, not the National Guard. The National Guard has been deployed to assist the functions of the medical personnel in the hospitals and to provide a visual and physical deterrent from those who will loot or commit other crimes.
If a Declaration of Martial Law was announced, it would come through the Emergency Alert System long before the arrival of the army. The Gocernor of the state does not have the power to make that declaration. Only the President has that power pending advice from the Secretary of Defense.
National Guardsmen in HUMVEE Are Patroling To Close Businesses/Send people Home
The vehicles driven by the National Guard are delivering supplies to the destinations that need it. These supplies often include medical supplies, food, documentation, post orders or other vital supplies required to assist in the aleviation of the problem. Very rarely will the National Guard be used as an enforcement body, as the Guard is not always prepared to do that.
National Guardsmen Are Armed To Force Us To Comply
Weapons carried by the Guard are ONLY to keep order during panic. The Guard does not have orders or authority to force people to comply with and to. The orders for the Guard are to assist with supply lines and to treat or test people for an illness.
The Guard Will Redirect Traffic and Pedestrians
The Guard, if necessary, will redirect traffic to open up a pathway for deliveries of supplies or to close the scene of a crime in progress. They may also be guarding an area that is being quarantined or is reserved for staging a public utility such as the Police, Fire Department or Emergency Medical Responder.
The Guard Can Enforce a Stay At Home Order
In the event of such severe circumstances, the National Guard does have the power to enforce that order. That kind of order is unlikely, and will ultimately be ineffective. There is simply too many people that exist to enforce that order. National Guardsmen are lenient. The liklihood of being scolded or arrested for defiance is low, since the Guard knows that you are simply one of hundreds of thousands of people not complying with a menial order.
